O tema desta dissertação constitui-se como uma abordagem a um documento de uma enorme dimensão que gera controvérsia e opiniões com várias profundidades. Deve ter-se em consideração tamanha importância deste Plano Estratégico da Política Agrícola Comum que definirá a agricultura portuguesa pelo simples facto do mesmo ser o instrumento decisivo para projetar o setor no próximo quinquénio.
Se a Agricultura mundial já tinha o enorme desafio de alimentar o planeta, progressivamente, a esse desafio juntou-se a questão do prejuízo ambiental e da produção sustentável.
O brutal crescimento populacional a que se assistiu nas últimas décadas, com previsão para um aumento ainda maior, impulsionou que o setor tivesse que produzir como nunca antes para fazer face às necessidades alimentares quantitativa e qualitativamente. A Agricultura é das atividades mais complexas se observarmos holisticamente o setor pois está à mercê das condições que o meio lhe confere, necessita de medir os inputs de forma a não causar dano ambiental e está sujeita a uma enorme pressão dos mercados que todos os dias suscitam necessidades com um perfil de consumidor, gradualmente, mais exigente em matéria de sustentabilidade da produção e controlo da qualidade.
Ora, pelo exposto antecedentemente, a grande questão será: como produzir extraordinariamente de forma sustentável? E o grande desafio futuro será esse mesmo, produzir cada vez mais com o mínimo dano ambiental possível. Estes dois temas, produção extraordinária e produção sustentável, irão cruzar os seus caminhos quando o setor agrícola europeu delinear um caminho concebível.
Tudo indica que o Plano Estratégico a vigorar entre 2023 e 2027 será o mais “verde” alguma vez estruturado, no entanto, resta entender em que medida este Plano terá o impacto esperado (ou necessário) no setor agrícola e no mosaico natural europeu. Toda a avaliação que se fará, na presente dissertação, será baseada no caminho ambiental que se tem trilhado na agricultura portuguesa, tendo o PEPAC 23.27 servido de projeção naquela que será, para efeitos práticos, a próxima década de atividade agrícola no nosso país.
The subject of this dissertation is an approach to a document of enormous dimension that generates controversy and opinions of various depths. The importance of this Strategic Plan for the Common Agricultural Policy, which will define Portuguese agricultur e, must be taken into account, simply because it is the decisive instrument for planning the sector for the next five years. While world agriculture already faced the enormous challenge of feeding the planet, this challenge has gradually been joined by the issue of environmental damage and sustainable production. The brutal population growth witnessed in recent decades, with an even greater increase forecast, has meant that the sector has had to produce like never before in order to meet its food needs in terms of quantity and quality. Agriculture is one of the most complex activities if we look at the sector holistically, as it is at the mercy of the conditions that the environment gives it, it needs to measure inputs in such a way as not to cause environmental damage without retrograding and it is subject to enormous pressure from the markets, which every day raise needs with a consumer profile that is gradually more demanding in terms of production sustainability and quality control. So, from the above, the big question will be: how to produce extraordinarily sustainably? And the big challenge for the future will be to produce more and more with as little environmental damage as possible. These two themes, extraordinary production and sustainable production, will cross paths when the European agricultural sector charts a conceivable course. Everything indicates that the Strategic Plan to be in force between 2023 and 2027 will be the "greenest" ever structured, however, it remains to be seen to what extent this Plan will have the expected (or necessary) impact on the agricultural sector and the European natural mosaic. In this context, objections to previous plans can only be made taking into account the state of Portugal's "environmental health". All the analysis in this dissertation will be based on the history and history of the environmental path that Portuguese agriculture has taken, with PEPAC 23.27 serving as a projection for what will be, for practical purposes, the next decade of agricultural activity in our country.
