A autora discute em que medida o movimento de regresso de emigrantes que se esta a verificar (estimativas feitas com base em informação censitária levam a admitir que até 1990 terão regressado cerca de metade dos emigrantes a partir de 1950) poderá contribuir para o desenvolvimento local e regional e quais as condições que deveriam ser criadas para que tal desenvolvimento seja viabilizado, tendo em conta a realidade nova que o retorno vem configurar.
No artigo merecem destaque os seguintes vectores: reequilíbrio demográfico, desenvolvimento da agricultura e da indústria, eventual pressão sobre o mercado de trabalho, aproveitamento das poupanças.
The author discusses to what extent the return of emigrants, now taking place (estimates based on census information lead one to suggest that by 1990 almost half the emigrants since 1950 will have returned), may contribute to local and regional development and what facilities should be set up for such development to be viable, bearing in mind the new circumstances that their return has brought about. In the article, the following vectors should be emphasized: demographic re-balance, development of agriculture and industry, possible pressure on the labour market and the use of savings.
