O surgimento de novas tecnologias de informação e comunicação e os desenvolvimentos verificados no processo de conceptualização da descrição arquivĆstica vieram tornar premente a necessidade de repensar a descrição arquivĆstica, tanto ao nĆvel conceptual, como ao nĆvel metodológico.
Ć neste contexto de avanƧos tecnológicos e alteraƧƵes no processo de conceptualização da descrição arquivĆstica que o Experts Group on Archival Description (EGAD) do Conselho Internacional de Arquivos sente a necessidade de elaborar a norma de descrição arquivĆstica Records in Contexts.
A norma de descrição arquivĆstica Records in Contexts constitui um instrumento normativo inovador que introduz um conjunto de mudanƧas na teoria e na prĆ”tica arquivĆsticas, propondo um novo paradigma para a descrição arquivĆstica nos sistemas de informação arquivĆstica possibilitando que estes consigam atingir um alto nĆvel de interoperabilidade semĆ¢ntica, permitindo que os dados sejam comunicados de forma mais precisa, eficaz e eficiente entre diferentes sistemas de informação e organizaƧƵes.
Contudo, apesar das potencialidades anunciadas por este instrumento normativo a sua implementação nos sistemas de informação arquivĆstica encontra-se atualmente num estĆ”gio inicial, tendo sido alvo de pouca investigação, anĆ”lise e discussĆ£o.
O presente estudo, de natureza qualitativa e assente na investigação documental e no grupo focal, tem como propósito fundamental efetuar uma anĆ”lise separada do modelo conceptual e da ontologia da norma de descrição arquivĆstica Records in Contexts, dando especial enfoque aos requisitos necessĆ”rios para a implementação da referida norma atravĆ©s das perspetivas das comunidades de prĆ”tica e acadĆ©mica. Como tal, pretende responder Ć seguinte questĆ£o de investigação: Como implementar a norma Records in Contexts?
Com base na anĆ”lise dos dados recolhidos da literatura cientĆfica e do grupo focal, apresenta-se uma proposta de requisitos considerados necessĆ”rios para a implementação da norma de descrição arquivĆstica Records in Contexts.
Conclui-se que a implementação da norma Records in Contexts nos sistemas de informação arquivĆstica nĆ£o só Ć© possĆvel como necessĆ”ria, apesar de se encontrar ainda num estĆ”gio inicial, que deve ser entendida como um processo contĆnuo e dinĆ¢mico e que apesar das insuficiĆŖncias detetadas na sua implementação, existem formas de as ultrapassar possibilitando a sua melhor implementação nas organizaƧƵes.
Face aos dados recolhidos, sugerem-se requisitos tĆ©cnicos, de descrição arquivĆstica e organizacionais, entendidos como os mais adequados, para a implementação da referida norma.
The emergence of new information and communication technologies and developments in the process of conceptualizing archival description have made it urgent to compensate for archival description, both at a conceptual and methodological level. It is in this context of technological advances and changes in the process of conceptualizing archival description that the Experts Group on Archival Description (EGAD) of the International Council on Archives feels the need to develop an archival description standard Records in Contexts. The Records in Contexts archival description standard is an innovative normative instrument that introduces a set of changes in archival theory and practice, proposing a new paradigm for archival description in archival information systems, enabling them to achieve a high level of semantic interoperability, allowing data to be communicated more accurately, effectively and efficiently between different information systems and organizations. However, despite the potential announced by this normative instrument, its implementation in archival information systems is currently at an early stage, having been the subject of little research, analysis and discussion. This study, of a qualitative nature and based on documentary research and requirements engineering, has as its fundamental purpose to carry out a separate analysis of the conceptual model and ontology of the archival description standard Records in Contexts, with a special focus on the requirements necessary for the implementation of said standard through the perspectives of the practice and academic communities. As such, it aims to answer the following research question: How to implement the Records in Contexts standard? Based on the analysis of data collected from the scientific literature and the focus group, a proposal is presented for requirements considered necessary for the implementation of the Records in Contexts archival description standard. It is concluded that the implementation of the Records in Contexts standard in archival information systems is not only possible but also necessary, despite still being at an early stage. It should be understood as a continuous and dynamic process and that despite the shortcomings detected in its implementation, there are ways to overcome them, enabling its better implementation in organizations. Based on the data collected, technical, archival description and organizational requirements are suggested, understood as the most appropriate, for the implementation of the aforementioned standard.
