O presente trabalho procede a uma reflexão sobre a construção da União Económica e Monetária da Europa e sobre o papel do SME
neste processo. Avaliam-se as vantagens e desvantagens da moeda única, examina-se o possível papel da moeda privada, e constata-se a ausência de condições, a curto prazo, para a criação de uma Zona Monetária excepto para um subconjunto de 5 ou 6 dos 12 países membros da União Europeia, hipótese não excluída pelo Tratado de Maastricht. 0 papel do ECU e apreciado e admite-se que o seu reforço como moeda paralela possa ter efeitos positivos no caminho para a criação da moeda única. Procura-se ainda avaliar as consequências da crise do MTC do SME para o processo de construção da UEM identificando causas e
eventariando perspectivas.
The present study makes a reflection about the Monetary and Economic Union creation in Europe and the role of the EMS in this matter. The single currency has advantage and disadvantage that are been evaluated, the possible role of the private currency is been also study and we can realize there is a lack of conditions for the creation of a Monetary Zone, except for 5 or 6 of the 12 members of the European Union, this situation was not exclude by the Maastricht Treaty. The role of the ECU is under consideration as it's reinforce is been seen as parallel currency and it can have its positive effects on the creation of the single currency. In this study we analysis the consequences of the crisis on ERM and EMS for the MEU construction process, identifying the causes and analysing its perspectives
