A exclusão social de pessoas com deficiência assume-se como um problema social que, nos últimos anos, ganhou centralidade na agenda política portuguesa. Também as desigualdades territoriais, ainda que de forma mais incipiente, têm ganho alguma importância na elaboração de políticas. Ambas estas temáticas se revestem de grande pertinência para o domínio da Política Social. Identificada uma lacuna de estudos sobre a influência dos meios rurais na inclusão social das pessoas com deficiência, em Portugal, a presente dissertação pretendeu explorar as perceções sobre os constrangimentos e as oportunidades de inclusão social de pessoas com deficiência em meios rurais. A pesquisa apoiou-se em entrevistas semiestruturadas realizadas a pessoas com deficiência (N=11), no distrito da Guarda. Os resultados apontam para a persistência de obstáculos que impedem a plena participação de pessoas com deficiência em meio rural, mas também de oportunidades que atenuam o risco de exclusão. Desta investigação derivam recomendações para a elaboração de políticas sociais, sugerindo-se a adoção de uma visão assente em direitos humanos e equidade social.
The social exclusion of people with disabilities is a social problem that, in recent years, gained centrality in the Portuguese political agenda. Similarly, territorial inequalities, although in a more incipient way, have gained importance in policy making. Both these themes have great relevance to the domain of Social Policy. Having identified a lack of studies on the influence of rural environments on the social inclusion of people with disabilities, in Portugal, this thesis intends to explore the perceptions about obstacles and opportunities for social inclusion of people with disabilities in rural areas. We draw from semi-structured interviews with people with disabilities (N=11), in the district of Guarda. The results suggest the persistence of obstacles that prevent the full participation of people with disabilities in rural areas, but also of opportunities that mitigate the risk of exclusion. Drawing on these results, we propose recommendations for social policies, suggesting the adoption of a vision based on human rights and social equity.
