A cooperação intermunicipal (CIM) é uma forma de cooperação descentralizada
através da qual os municípios assumem um papel activo no processo de desenvolvimento,
podendo concretizar-se através de várias figuras, nomeadamente protocolos de
geminação, acordos de cooperação e redes.
Os municípios tornaram-se actores internacionais estratégicos, sendo o seu
envolvimento e interacção corá outros locais e agentes uma poderosa forma de criar
mecanismos para o desenvolvimento local. A formação de parcerias e de redes de
trabalho parecem contribuir para a criação de solidariedades estratégicas e cooperação
entre diferentes locais. A CIM ao possibilitar a concertação dos vários actores da esfera
local e a sua interacção com actores externos, vai contribuir para o reforço das
competências dos indivíduos envolvidos nestes processos no sentido do empowerment
das populações, efectivando-se como um importante instrumento ao nível do
desenvolvimento local.
O novo quadro legislativo português de transferência de atribuições e
competências para as autarquias reflecte o novo protagonismo dos poderes locais na
cooperação externa. Perante este novo quadro os municípios passam a dispor de
atribuições e competências que lhes permitem actuar ao nível da cooperação externa com
a UE e os países em vias de desenvolvimento, com preferência para a CPLP.
Com base em inquéritos efectuados junto de autarquias locais portuguesas e caboverdianas, esta investigação pretende ilustrar o tipo de relacionamento existente entre os
municípios portugueses e os municípios cabo-verdianos. Neste contexto, pretende-se
demonstrar a importância da contribuição da cooperação intermunicipal no
desenvolvimento local de Cabo Verde. De igual modo procuraremos saber se o
estreitamente destas relações entre municípios se faz sentir ao nível da integração da
comunidade cabo-verdiana residente nos municípios portugueses e de que forma.
Inter-municipal co-operation is a form of decentralised co-operation where municipal authorities take an active role in the development process. This process can take a variety of forms, namely town twinning protocols, co-operative agreements and networks. Municipal authorities have become strategic intemational operators, using their involvement and close ties with other agencies in other countries to become a powerful mechanism for local development. The creation of partnerships and networks appears to contribute towards the creation of strategies for solidarity between different countries by bringing together the relevant agencies at home and abroad. Inter-municipal co-operation helps to improve the slcills of the individuais involved in thcse projects, contributing to the empowcrment of the target populations and becoming an important instrument of change at the levei of local development. The new Portuguese legislation that transfers responsibilities in these areas to local govemment authorities refiects the emerging role of local govemment as protagonist in the field of externai co-operation. As a result of this new legislation, municipal governments noN,v have the skills and abilities to work in the this field at an international levei namely with countries from The European Union and developing countries, with preference being given to the Conununity of Portuguese Spealcing Countries. Based upon studies carried out in Portuguese and Cape-verdean local govemment authorities, this investigation intends to illustrate the type of relationship that exists between Portuguese and Cape-verdean municipal govemments. In this context, it aims to demonstrate the importance of inter-municipal co-operation in local development in Cabo Verde. It also aims to discover if and how the strengthening of ties between these municipal governments is worthwhile in terms of the integration of the Cape-verdean community resident in Portuguese municipalities.
