Este artigo Ă© dedicado Ă anĂĄlise do desenvolvimento dos Recursos Humanos em CiĂȘncia e Tecnologia (RHC&T) nas Ășltimas dĂ©cadas. Os RHC&T sĂŁo parte do designado Sistema CientĂfico e TecnolĂłgico Nacional, constituindo um domĂnio que se pode qualificar como particularmente estratĂ©gico para o desenvolvimento do pais. Os dados analisados apontam para um assinalĂĄvel esforço de formação avançada de RHC&T no nosso paĂs, em particular durante o perĂodo de execução dos 1Âș e 2Âșs Quadros ComunitĂĄrios de Apoio a Portugal. Contudo, a anĂĄlise igualmente evidencia um conjunto de distorçÔes e fragilidades estruturais. A principal conclusĂŁo com valor prospetivo que pode ser extraĂda da anĂĄlise feita Ă© de que, na ausĂȘncia de uma inflexĂŁo no esforço nacional neste domĂnio dos RHC&T, a dimensĂŁo do gap tecnolĂłgico tenderĂĄ inevitavelmente a alargar-se nos prĂłximos anos. A economia e a sociedade baseadas no conhecimento e na aprendizagem requerem competĂȘncias complementares nas ĂĄreas da C&T, nĂŁo sendo plausĂvel que o pais venha a estar Ă altura dos desafios da convergĂȘncia econ6mica e tecn016gica se uma perspectiva mais abrangente do que a que foi seguida em anos recentes nĂŁo emergir neste domĂnio critico dos RHC&T. .
This article is dedicated to the analysis of the development of Human Resources in Science and Technolog (HRS&T) in the last decades. The HRS&T are part of the so called Scientific and Technological National System, constituting an area Which can be qualified as particularly strategic for the development of the country. The analysed data point to a remarkable effort towards the advanced training HRS&T in our country, especially during the period of implementation of the 1rst and 2nd Community Support Framework to Portugal. However, the analysis also emphasises a set of distortions and structural frailties. The main conclusion with prospective value that can be drawn from the analysis is that, if there is no reorientation in the national effort made in the HRS&T field, the dimension of the technological gap will tend inevitably to get larger in the next years. Economy and society based on knowledge and learning require complementar competences in the areas of S&T; it is not likely that the country will be able to face the economic and technological convergence challenges.
