Neste artigo apresenta-se o conceito de terrorismo
transnacional, procurando precisar a natureza da
ameaça híbrida – terrorista, mas não só – representada
pelo autoproclamado ‘Estado Islâmico’ ou
Daesh. Aborda-se o papel da NATO no combate a
este tipo de fenómeno, nomeadamente na vizinha
Líbia. Defende-se que o terrorismo transnacional
pode ter um impacto altamente desestabilizador ao
nível da segurança regional e mesmo global que
não deve ser exagerado, mas também não pode ser
ignorado – sobretudo quando associado a uma
organização numerosa e bem estruturada, com
objetivos revisionistas claros, e na disposição de
usar todo o tipo de meios violentos para os alcan-
çar, como é o caso do Daesh. A chave para derrotar
este tipo de ameaça não convencional é uma resposta
informada e tanto quanto possível calibrada,
coordenada e holística. O Daesh é uma ameaça
vital ao flanco sul da NATO bem como a uma
ampla zona da sua vizinhança. E mesmo que por si
só a Aliança Atlântica não lhe possa dar resposta,
não o pode ignorar, em nome de uma viragem a
Leste e a Norte, ameaças não menos prementes a
Sul
In this article it is introduced the concept of transnational terrorism, seeking to specify the nature of the hybrid threat – terrorist, but not only exclusively terrorist – represented by the self-proclaimed Islamic State or Daesh. It is analyzed the role of NATO in fighting this type of threat, particularly in neighboring Libya. This article will also argue that transnational terrorism can have a highly destabilizing impact on regional and even global security. The impact of terrorism should not be exaggerated, but it cannot be ignored. This is especially the case when terrorism is but one in a number of tools of a large and well-structured organization with clear revisionist goals, and a willingness to use all kinds of violent means to achieve them, as is the case Daesh. The key to defeating an unconventional threat like this is a response as far as possible calibrated, coordinated and holistic according to good intelligence. Daesh is a vital threat to the southern flank of NATO and a wide area of its neighborhood. If the Atlantic Alliance alone cannot provide an answer, even by giving priority only to the East and North, it can’t ignore these no less pressing threats in the South.
