Após os grandes incêndios de 2003 e 2005 surge a necessidade de criar medidas de gestão de combustível de forma a garantir a segurança e proteção das populações. Nasce então o Decreto-Lei nº124/2006 de 28 de junho, atualmente revogado pelo Decreto-Lei nº 82/2021 de 13 de outubro, que torna obrigatório a limpeza de faixas de gestão de combustível na Interface Urbano-Rural.
Dada a vastidão do território português, torna-se necessário a priorização das faixas a intervir e fiscalizar, de forma a otimizar os recursos disponíveis.
Esta dissertação desenvolve e explora um sistema de apoio à decisão, de forma a responder a esta necessidade. Com uma metodologia simples e flexível, para ser compatível com as necessidades de cada município, este sistema de apoio á decisão utiliza conjuntos de dados de informação geográfica disponíveis e obrigatórios para todos os municípios, o que garante a uniformização dos seus resultados, onde quer que seja aplicado.
After the 2003 and 2005 large wildfires, the need to create fuel management measures arises to maintain the safety and protection of populations. Decree-Law nº124/2006 from 28th June, currently revoked by Decree-Law nº82/2021 from 13th of October, is created, making mandatory fuel management in the wildland-urban interface. Given the vastness of the Portuguese territory, it is necessary to prioritize the areas to intervene and oversee to optimize the available resources. This thesis develops and explores a decision support system to respond to this need. With a simple and flexible methodology, to be compatible with each municipality’s needs, this decision support system uses geographical data mandatory to all municipalities, which guarantees the uniformity of the results wherever it may be used.
