Resumo(s)
Perante um território tropical, da antiga metrópole portuguesa, é
apresentada uma proposta de resolução urbana diante dos paradigmas
compreendidos. O fraco desenvolvimento da cidade leva consigo um forte
défice na gestão urbana, que se quer coesa e eficaz. Valores sociais e
económicos estão postos em causa pela fraca capacidade de suprimir tal
facto.
É com base nesta realidade e perante um estudo lógico que são
apresentadas soluções para otimizar o aterro de Maxaquene, tornando-o
uma real centralidade, pronta a responder às principais necessidades
apresentadas pela população.
O desenvolver do Plano tem por base uma análise morfológica e tipológica
afim da proposta ir ao encontro da atual génese da cidade. A valorização
da relação da população com o ambiente é primordial, bem como a
vontade de ligar duas importantes zonas da cidade, que até então estão
separadas.
O projeto prende-se a um estudo sobre uma transformação da cidade,
principalmente pelo equipamento desenvolvido, o Centro Cultural. Hoje
conhecemos o efeito do icónico. Objetivamente, sem causar dano à
identidade, trazemos um edifício que se difunde no urbano mas que ao
mesmo tempo o enaltece, tornando-o excecional, efeito da imagem transmitida. A escala é uma das principais “pegadas” deixadas por este
projeto, pela forma e magnitude edificada. Sendo o principal objetivo
trazer para a cidade de Maputo uma nova centralidade munida das
principais infraestruturas possíveis de responder às necessidades
apresentadas pela população.
ABSTRACT: In front of a tropical territory, of the old Portuguese metropolis, is presented a urban resolution proposal against the understood paradigms. The weak development of the city, carries with it a strong deficit in urban management, which one needs to be effective and efficient. Social and economic values are called into question by the weak capacity to suppress that fact. Some solutions, based on reality and a logical study are presented to optimize the landfill of Maxaquene. This will become a real centrality, ready to respond to the main needs presented by the population. The development Plan is based on a morphological and typological analysis in order to meet the current genesis of the city. The importance of the relationship between the population and the environment is essential, as well as the desire to connect two important areas of the city, which until now are separated. The project exercise is an study about a city transformation, especially by the developed equipement, the Cultural Center. Today we know the effect of the iconic. Objectively, without cause damage to the identity, we bring a building that diffuses in urban area but, at the same time, can exalt that, making it exceptional, effect of the transmitted image. The scale is one of the main "footprints" left by this project, by the form and magnitude built.The main objective is to bring to Maputo a new city center with the main infrastructures as possible to respond to the needs of the population.
