| dc.description.abstract | Esta dissertação de Mestrado pretende lançar novas perspetivas sobre as possibilidades de aprofundamento da cooperação no domínio da Defesa da Comunidade dos Países de Língua Portuguesa - CPLP. Por detrás da ideia de segurança coletiva está o objetivo de institucionalizar o uso legítimo da força. O ponto inicial da cooperação no domínio da Defesa da CPLP foi a primeira Reunião dos Ministros da Defesa dos Países de Língua Portuguesa, que ocorreu nos dias 20 e 21 de julho de 1998, tendo passado a existir uma cooperação multilateral no domínio da Defesa, em alternativa à cooperação bilateral entre os Estados-membros. Um dos marcos mais importantes da cooperação no domínio da Defesa é a aprovação do Protocolo de Cooperação da CPLP no domínio da Defesa, que tem como objetivo global promover e facilitar a cooperação entre os Estados-membros no domínio da Defesa, através da sistematização e clarificação das ações a empreender. O Protocolo define quais são os “órgãos da componente de Defesa da CPLP”. Com o objetivo de analisar a política de defesa existente em outras organizações internacionais e focando apenas nos tópicos relevantes para esta análise, falar-se-á da NATO, União Europeia, CEDEAO e ASEAN, tendo sido estas as escolhidas pelo facto de os países da CPLP serem membros ou colaborarem com estas organizações. A partir desta análise, extrair-se-á ideias que possam ser aplicadas à CPLP. Os países da CPLP, pela sua situação geográfica e organizações internacionais de que fazem parte, podem estabelecer pontes com grande parte do globo. A cooperação entre os países de língua portuguesa é fundamental para a estabilidade, segurança e progresso dos seus povos, sendo a defesa um requisito para que estas possam ser cumpridas no plano nacional, regional e internacional. | pt_PT |
| dc.description.abstract | This master’s thesis intends to launch new perspectives on the possibilities of deepening the cooperation in the field of Defense of the Community of Portuguese- Speaking Countries - CPLP. Behind the idea of collective security is the objective of institutionalizing the legitimate use of force. The starting point of the cooperation in the field of Defense of the CPLP was the first Meeting of Ministers of Defense of Portuguese-speaking Countries, which took place on the 20th and 21st of July 1998, with multilateral cooperation in the field of Defense beginning to exist, in alternative to bilateral cooperation between Member States. One of the most important milestones in the cooperation in the field of Defense is the approval of the Protocol on Cooperation of the CPLP in the field of Defense, which has the global objective of promoting and facilitating cooperation between Member States in the field of Defense, through systematization and clarification of the actions to be taken. The Protocol defines which are the “bodies of the Defense component of the CPLP”. With the aim of analyzing the existing defense policy in other international organizations and focusing only on topics relevant to this analysis, we will talk about NATO, the European Union, ECOWAS and ASEAN, these being chosen since the CPLP countries are members of or collaborate with these organizations. From this analysis, ideas that can be applied to CPLP will be extracted. The CPLP countries, due to their geographic situation and the international organizations they belong to, can establish bridges with a large part of the globe. Cooperation between Portuguese-speaking countries is fundamental for the stability, security and progress of their people, and defense is a requirement for these to be fulfilled at the national, regional and international levels. | pt_PT |
