Abstract(s)
Este documento tem por objectivo apresentar as linhas mestras do novo enquadramento do comércio internacional, decorrentes da conclusão da Ronda do Uruguay, que institui a Organização Mundial do Comércio como organismo regulador das trocas internacionais de mercadorias e, pela primeira vez, de serviços. Abordam-se, sucessivamente, os Princípios Gerais e Regras de Funcionamento do Acordo Geral , as alterações e as novas áreas cobertas pelo novo texto do Acordo Geral sobre Tarifas e Comércio, o GATT 94. A análise é conduzida, simultaneamente, sob a perspectiva dos Países Desenvolvidos e dos Países Em Vias de Desenvolvimento, terminando por fornecer algumas pistas sobre a evolução previsível das Políticas Comerciais no novo quadro·institucional do comércio internacional.
This essay aims to provide the guide lines of the new institutional framework for international trade, in result of the conclusion of the Uruguay Round. The main issues are related to the institutionalization of the World Trade Organization (WTO), replacing the GATT (General Agreement on Tariffs and Trade), as well as the submission of new areas (services, intelectual property, agriculture, etc) to the Rules and Principies defined by the WTO. The analysis covers, at the sarne time, the impact of those changes upon Developed and UnderDeveoped Countries, and tries to provide some clues on the evolution of Trade Policies.
